Our app already does an Instagram login, and we have the users Instagram access token with OAuth. Can this access token be reused and sent directly to web3auth to create a wallet, so that everything happens natively?

You will need id_token not the access token.

Regarding your query to create the ID token using an access token that you receive from a social login provider e.g. Facebook: Yes thats possible, if you own the Instagram Login setup.
